Understand

Debt: a hole that keeps getting deeper

Public debt is all the money borrowed by the French State, social security and local authorities that still has to be repaid.

Every year in which spending exceeds revenue, money is missing: that is the deficit. It is borrowed and added to the debt. The hole gets a little deeper.
